ALCOA, (Former Reynolds Metal) Hazards Materials Inspections │$400,000│

Project Description: NCES (former NWE) provided hazardous material identification consultation to ALCOA Aluminum for facilities including Longview Washington, Troutdale Oregon, Massena New York, Little Rock Arkansas, Sherwin Plant Taxes and Muscle Shoals Alabama. At the Troutdale Oregon facility, NCES implemented an asbestos/lead based paint program in accordance with an agreement with EPA. NCES located, identified, quantified and assessed all asbestos and lead based paint in the plant in accordance with EPA AHERA and HUD standards. Prepared contract documents for the removal of asbestos/lead based paint, conducted pre-bid conferences, contract administration, air monitoring and project close-out services on over $5 million of asbestos/lead based paint abatement construction since 1988. In 2000 to 2001, NCES conduct a feasibility (asbestos & lead) study for the demolition of the entire plant.

NCES and Bechtel Environmental were selected to jointly conduct a feasibility study for the demolition of the abandoned portion of the facility – the refinery. Upon completion of this feasibility study, NCES was selected to prepare specifications and administer the demolition and salvage project, a $10 million contract that was completed in December 2001.
